Make your way down the stairs, blasting as you go. Once you do, cops will invade the building. Go to the back office (marked by a blip) and photograph the blueprints. When you get there, find the air conditioner, target it and shoot it to make it catch on fire (the alarm will empty the building). Head through the open door here through the door marked 'Document Depository.' Go back down the stairs until you reach the same level as the yellow blip. The plans are in the back room, but you can't get to them unless you distract the security guard.

Go all the way to the top of the building, following the yellow marker.

Move to the yellow blip and go up the stairs. Press LEFT to tell her you didn't know that, and press RIGHT again to gain access. When you ask for the building plans for Caligula's, she'll tell you that duping such plans is prohibited. Once inside, move to the receptionist and answer positively (RIGHT) when asked if she can help. Put away any guns and go inside the building. Once you secure the camera, follow the yellow marker on the mini-map to get to the planning department.
